Per https://issues.apache.org/jira/browse/INFRA-27214?page=com.atlassian.jira.plugin.system.issuetabpanels%3Aall-tabpanel new versions of actions are now auto-allow-listed and old versions will eventually be deny-listed. This allows dependabot to keep us up to date with the latest versions.
